Note that when a leader attempts to order the reconfiguration on consensus instance "i", if the leader is suspected, it may fail and some other transactions ends up being ordered in instance "i". So it is possible that one or more leaders have to submit the reconfiguration command until it is finally gets a sequence number (as any other command).
What I wanted to express with the sentence below is the following: when the commit request is finally ordered, and the transaction is certified in the store, the certification will always pass.
> You can assume that the reconfiguration command will always commit (there is only one console and there are no concurrent reconfiguration commands).
