[info#7]: Bug in problem WECE3

There was a bug in the data of problem WECE3. The right value for the magnitude of the rotor voltage is 0.0228 pu and not 0.028 as it was in the previous text and not 0.0028 as I wrote in the board. The corrected version is now available in Section 'Problems'.
