Detalhes: {pt=O presente trabalho faz uma análise do estado da arte do mercado associado à tecnologia fotovoltaica, e das suas perspectivas de evolução. Serve essa análise para avaliar o interesse que Portugal terá em apostar na criação de um cluster associado à área. Para tal, são referidas as diferentes tecnologias PV, estudado o seu potencial de redução de custos, bem como do conjunto face ao de outras fontes de electricidade. É também analisado o papel que poderá desempenhar no mix eléctrico. A situação actual e futura do mercado e da indústria a nível mundial é examinada. No caso nacional, a análise de elementos estatísticos e a recolha de dados primários permite fazer uma radiografia da situação energética actual, da estratégia para o sector do fotovoltaico, do tecido empresarial associado e do seu enquadramento legal, bem como das principais barreiras que limitam o seu desenvolvimento. A consideração de todos estes elementos permite retirar diversas conclusões: (1) Sobretudo devido aos seus custos elevados, o fotovoltaico só deverá ter um papel importante no fornecimento de energia global a partir de 2020, (2) o seu papel será a médio prazo importante ou mesmo muito importante, (3) estes dois factos e a dinâmica do mercado actual permitem inferir que a janela de oportunidade para quem quer criar um cluster de sucesso na área é agora, (4) a estratégia nacional para o mercado não traz valor acrescentado ao país. Face a estes elementos, novas orientações estratégicas para o sector são propostas., en=This thesis analyses the market associated with the photovoltaic technology and its prospects for the future. The analysis is aimed at evaluating the interest that Portugal could have in developing a strong and timely strategy to create a cluster linked to PV. The potential for cost reduction of each technology that explores the PV effect is studied, as is the overall potential of PV against other electricity sources. The role that PV can have in the national electricity mix is also analysed. The current situation and the prospects for the future of the PV industry are studied. Statistic elements and secondary data allow then a deeper understanding of the Portuguese energy situation, the national strategy for PV, the entrepreneurial tissue, the laws, and the main barriers to the sector?s development. The consideration of all these elements allows then some conclusions: (1) Mainly due to its high costs, PV will probably not have an important role in the global energy supply before 2020, (2) its role will be important or even very important in the mid to long term, (3) these two facts and the current market dynamics show that the opportunity window for those who want to successfully create a cluster in the area is now, (4) the national cluster is at a stall, and the national strategy hasn?t brought any added value for the country until now. Considering these elements, new strategic approaches and a new design of the policies for this sector are proposed.}
