{pt_PT=FNLG - Floating liquefied natural gas - Factores críticos de sucesso de um projecto de FLNG} {} EVALUATED
{pt=As plataformas de produção de gás natural liquefeito ou Floating Liquified Natural Gas (FLNG) são um tipo recente de plataformas flutuantes que vieram possibilitar às companhias petrolíferas produzir gás natural no offshore, em zonas de difícil acesso. No entanto, a gestão de um projecto deste tipo é uma actividade complexa pois opera em ambientes adversos e exige grandes investimentos. Esta complexidade noutros projectos no âmbito do offshore levou a que muitos deles não tenham sido bem-sucedidos. Num projecto de FLNG onde existem novos desafios que requerem soluções inovadoras, é importante que a equipa de gestão esteja ciente de quais são os factores que influenciam o sucesso de um projecto desta natureza. Estes factores são os chamados Factores Críticos de Sucesso (do inglês Critical Success Factors - CSF). Este trabalho de carácter exploratório visa investigar quais serão esses CSF num projecto de FLNG. A metodologia usada foi a seguinte: (1) foi formulada uma hipótese através de uma pesquisa bibliográfica acerca dos CSF em projectos no âmbito geral e no âmbito da indústria do petróleo e do gás; (2) foi realizada uma entrevista conjunta e presencial, com guião pré-acordado, a peritos da indústria, a fim de reformular essa mesma hipótese; (3) a fim de testar a hipótese foi feito um inquérito on-line a profissionais com experiência relevante, a nível global, tendo-se obtido 30 respostas. Concluiu-se que os quatro principais CSF mais relevantes são: “Boa Formulação do Projecto”, “Equipa do Projecto”, “Cronograma realista” e “Monitorização e Controlo da fase de execução”. , en=Floating Liquefied Natural Gas (FLNG) platforms are a recent type of floating platform that has made it possible for the Oil and Gas companies to produce LNG in offshore stranded gas fields. However, like other offshore projects, the management of a FLNG project is a complex endeavour that operates in harsh environments and requires a large amount of capital investment. This complexity in other types of offshore projects have often led to their failure. For this type of project, which often require innovative solutions, it is important for the management team to be aware of the factors that are critical to the success of the project. These factors are called the Critical Success Factors (CSF). The aim of this dissertation is to determine the CSF in a FLNG project. The methodology involved three stages: (1) formulation of a hypothesis through literature review to establish the CSF for a project of this nature. The literature review focused on the CSF of megaprojects, in Oil and Gas projects and in LNG projects; (2) reformulation of the hypothesis by interviewing Oil and Gas industry experts with experience in project management; (3) testing the hypothesis using an online questionnaire aimed at experienced project managers in Oil and Gas projects, including FLNG projects, by grading the importance of each CSF. Thirty responses were received. It was concluded that the four most relevant CSF in a FLNG project are: “Good Project Formulation”, “Project Team”, “Realistic project schedule” and “Monitoring and Control in the Execution Phase”. }
